The Lahore Development Authority (LDA) has been delaying payments related to the Orange Line Metro Train project (OLMT) to the Punjab University (PU), a local media outlet reported on Saturday. تاریخ کے چند صفحات وکٹر لسٹنگ نے بھی اپنے نام کیے ہیں، مگر اس کا تذکرہ جعل سازوں اور دھوکے بازوں کی فہرست میں ملے گا۔ اس کے ’کارنامے‘ پڑھ کر آپ دنگ رہ جائیں گے۔ اصل نام تو اس کا رابرٹ ملر تھا، مگر دھوکا دہی کی وارداتوں کے لیے اس نے مختلف نام اپنائے اور سوانگ بھرے۔ ان میں وکٹر لسٹنگ وہ نام ہے جو زیادہ مشہور ہے۔ اس کی تاریخِ پیدائش 1890ء اور وطن چیکو سلواکیا تھا۔ کہتے ہیں وہ ذہین اور پُراعتماد تھا اور بَروقت فیصلہ کرنے کی صلاحیت رکھتا تھا۔ متعدد زبانوں پر عبور رکھنا اس کی ایک زبردست قابلیت تھی۔ لوگ اس کی لچھے دار باتوں میں آسانی سے آجاتے۔ وہ اپنی جادو بیانی سے ان کا بھروسا اور مان حاصل کرنے کے بعد موقع پاتے ہی انہیں نقدی اور قیمتی اشیا سے محروم کردیتا۔ اس دھوکے باز نے تو مشہورِ زمانہ ایفل ٹاور تک بیچ دیا تھا۔ سچ ہے لالچ بُری بلا ہے، مگر راتوں رات امیر بننے کی خواہش میں انسان اچھے اور بُرے کی تمیز کھو بیٹھتا ہے۔ رابرٹ نے اسی انسانی کم زوری کا فائدہ اٹھایا اور خوب مال اکٹھا کیا۔ اس کا پہلا ’منظم کارنامہ‘ کرنسی نوٹ چھاپنے والی مشین تھی۔ یہ قصّہ کچھ یوں ہے کہ وکٹر لسٹنگ (جعلی نام) کے ...

یہ 1975ء کی بات ہے جب میں نے شعور سنبھالا۔ تب ہم محلہ سنت نگر،لاہور میں ابا جی (دادا جان) کے ساتھ رہتے تھے۔ انہی دنوں سنت نگر میں ایک ٹیوب ویل لگا جو زمین سے پانی نکالتا۔ یہ پانی محلے کے سبھی گھروں کو فراہم ہوتا۔ یہ پانی اتنا ٹھنڈا اور میٹھا تھا کہ میں آج بھی اس کا شیریں ذائقہ نہیں بُھلا پایا۔ اب مگر کایا پلٹ چکی۔ سنت نگر میں مٹی ملا پانی آتا ہے۔ وجہ یہ کہ زیر زمین موجود پانی کی سطح اتنی نیچے ہوچکی کہ اب ریت و مٹی اس میں شامل ہونے لگی ہے۔ پھر محلے میں پانی بھی پہلے کی طرح وافر دستیاب نہیں، اس کا بہاؤ خاصا کم ہوچکا اور اس کی ’’لوڈ شیڈنگ‘‘ بھی ہوتی ہے۔ لاہور کے اکثر علاقوں کا یہی حال ہے کہ پانی کی کوالٹی معیاری نہیں رہی اور مقدار بھی کم ہوچکی۔لاہور میں پانی کی نایابی کی بڑی وجہ یہ ہے کہ وہاں زیر زمین محفوظ پانی ختم ہورہا ہے۔ پچیس سال پہلے چالیس پچاس فٹ گہرائی میں کھدائی کرنے سے پانی مل جاتا تھا۔ آج 800 فٹ کھدائی کرنا پڑے، تو پینے کا صاف پانی دستیاب ہوتا ہے۔ ماہرین آب کا کہنا ہے کہ لاہور میں زیر زمین پانی کی سطح ہر سال ڈھائی تا تین فٹ گر رہی ہے۔ اس کی دو بڑی وجوہ ہیں۔شہرلاہور دریائے...
